The publication of this indictment and the resulting arrests came on the eve of the FIFA congress at which the expulsion of Israel from world football was scheduled for debate together with a presidential election in which current president Sepp Blatter was seeking re-election. Both the timing and the jurisdiction of the US in matters of world football - none of those arrested are US citizens - deserves close scrutiny.
