Misappropriation of funds

Heubl came under the suspicion of many years of misappropriation of donations. He paid a fine of 20,000 German marks.[citation needed]

Career

Heubl was a founding member of the CSU and of the CSU regional association in Munich. He was one of the deputy state chairman of the CSU. From 1952 to 1955 he was city councilor in his hometown of Munich. In 1953 he was elected to the Bavarian state parliament, in which he represented the constituency of Lindau from 1958. From December 1958 to December 1962 he was chairman of the CSU parliamentary group and from 1958 to 1960 also chairman of the cultural policy committee. As State Secretary in the Bavarian State Chancellery he worked as its director from 1960 to 1962. From 1962 to 1978 he was Bavarian Minister of State for Federal Affairs and plenipotentiary of the Free State of Bavaria at the Federal Government and a member of the Bundesrat. He headed this ministry until Alfons Goppel was succeeded by Franz Josef Strauß, a Cercle regular whom he swore into office,[1] but with whom he did not have a good relationship.[citation needed]

His political career as President of the Bavarian Landtag, from 30 October 1978 ended on 23 October 1990 when on age grounds he did not compete in the election.
