Keith specialises in governance and public sector reform. He has wide and deep international experience gained over 40+ years advising governments in Asia, Africa, the Middle East, Caribbean, Pacific and Balkans, in traditional development and fragile state contexts. His experience in the Balkans includes advising the UN Mission in [[Kosovo]] (UNMIK) on public sector pay security to avoid corruption and four major assignments in [[Bosnia and Herzegovina]] (BiH). He was Counsellor to Prime Minister [[Moratovic]] – the first State PM of BiH – following the signing of the [[Dayton Peace Accord]] advising on economic reconstruction. He subsequently advised the government on regional investment planning, government-donor negotiations, and aid harmonisation / donor coordination. He was the first Director / CEO of the [[Turks and Caicos Islands]] Integrity Commission and successfully oversaw its establishment from a zero base. It is now enshrined in the TCI Constitution as a watch-dog institution fighting corruption in public life.
