Mark Cunningham is a US intelligence worker specializing in creating and promoting NGOs for regime changes.
Career
He got his education from Muhlenberg College (1993-97) and the Central European University in Budapest (2000-2001)(the CEU is financed by George Soros, a US government front man). He was a Peace Corps Volunteer in Romania from 1998-2000.
In the years 2003-2011, he worked for the German Marshall Fund (a CIA front organization) and its wider Black Sea program, in close partnership with Ronald Asmus. GMF was a pioneer at the time in shifting focus to the region as two color revolutions, the Georgian Rose Revolution and the Ukrainian 2004 Orange revolutions were about to take place.
He also led the effort to create a new innovative multi-stakeholder public-private partnership to support regime changes, regional cooperation and civil society development (i.e. financing friendly NGOs as front organizations)in the Black Sea region. His efforts resulted in the creation of the $30+ million Bucharest based Black Sea Trust for Regional Cooperation.
In 2011-2012, he got transferred back to HQ in Washington DC, where he became Deputy Director of Foreign Policy and Civil Society. He conceptualized the framework for a new innovative public-private partnership (i.e. a government effort with a private, 'volunteer' face) in an effort to support indigenous reform efforts (if it gets heavy foreign support, how is it indigenous?) efforts in the Middle East and North Africa (MENA), which is a different way of saying regime changes. , Mark partnered with the U.S. government, the Dutch Ministry of Foreign Affairs and IREX to build an independent (if supported by the US government intelligence services, how is it independent?), multilateral public-private partnership that would provide a wide range of services to entities in the region striving for reform and transition.
In 2012-2014, he became Managing Director of the German Marshall Fund, where he manages the funds four robust multi-stakeholder public-private partnerships representing well over $60 million in total funding, and just over a quarter of GMF’s annual budget. He has been responsible for conceptualizing a strategy for the organization’s engagement with civil society (i.e. NGO front organizations) in the Western Balkans, the wider Black Sea, Belarus, and Middle East-North Africa regions.
2014-2017, he moved over to another CIA front organization, TechSoup Global an international network of 63 partner NGOs in Africa, the Americas, Asia Pacific, Europe, and the Middle East. For over 25 years, it has leveraged technology to build NGO capacity towards solving social problems in local communities (i.e.creating a multitude of puppet NGOs) and fostering global social change (i.e creating regime changes and controlling pliable puppet governments). TechSoup Global's core capabilities include:
- running one of the largest technology philanthropy programs in the world; - providing NGO validation services to funders and corporations; - gathering, analyzing, and distributing global social-sector data; and - catalyzing community-oriented technology innovations.

From 2017 to present (2020)), he is Development Director at the Democrat Party's security network the Truman National Security Project, maybe working on a regime change in the US.
Mark is among the vanguard in the international donor community (US government front NGOs like USAID and NED, billionaire front men and collaborators like Soros and Bill Gates, funds from smaller, more innocent-looking NATO governments Netherlands, for meeting the urgent need for norms (i.e. US coordination) that will strengthen and defend civil society (i.e. US-dependent political movements).
