Robert Rubin is Co-Chairman of the Council on Foreign Relations.

As Secretary of the Treasury under Bill Clinton, he oversaw the repeal of the Glass-Steagall Act as well as the aggressive deregulation of CDOs, Credit Default Swaps, and other so-called "derivative" financial instruments that precipitated the 2008 Financial Crisis. He would later benefit from this as the temporary CEO of Citigroup during the 2008 Crisis, where he received more than $126 million in cash and stock options during his one month tenure.[1]

In 2010, he was referred by the Financial Crisis Inquiry Commission (FCIC) to the Department of Justice for investigation due to his culpability in misleading investors as to the extent of Citi's involvement in the subprime mortgage crisis. He was never prosecuted for any wrongdoing.[2]
