Deep politicians are the initiators and key organisers of deep events. She was a crucial pusher to B. Clinton. So the question is, was the war in Kosovo a deep event? No, but the NATO intervention was. So, she would technically fit the bill, along with her propaganda and sanction efforts against multiple African and Arab "targets". Sanctions are a part of a deep politics to increase a strategy of tension. Her work in data collection with Soros in Africa and her Blackwater way in trying to invest in Kosovo also classify also qualify her.

Personally I believe she was more a Deep state actor, as she knowingly carried out operations for deep state groups as a head consigliere to Clinton and Bush Sr. She often (bar NATO in kosovo), how ludicrous her statements were, was just defending and pushing for things already set in motion and on the table, not really hidden or anything.
