This template is a place for announcements which will appear across the site, atop (almost) every page.
It places a high load on the server jobs queue, and as such is not to be used without careful thought.
For this reason it is protected and so only available to administrators. Use the talk page if you have requests for edits.
For a simpler no-load solution which places a banner which cannot be dismissed, Use Mediawiki:Sitenotice together with Template:SiteNotice
