However, we are not a commercial site and do not earn anything from publishing copyrighted work. The judgement about whether to publish without express permission (and there is a lot of such work on Wikispooks) is one of public interest and made in good faith. In this case, where the information is publicly available in another country/language, posting a translated transcript in a different language is clearly in the public interest.
