Global censorship
In November 2023, UNESCO announced a global "action plan to regulate social media platforms".[1] At the launch Azoulay, while paying lip service to "freedom of expression" that:
Of course, the liberation of speech and democratic participation through digital technology has represented immense progress in some respects. But these social networks have also accelerated and amplified, sometimes deliberately and on an almost industrial scale, the dissemination of false information, even hate speech and conspiracy theories – and these tend to reinforce each other...we especially need to supervise the social media platforms on all these issues, and this, quickly [...]. That is why UNESCO decided, a year ago, to work on the development of the principles necessary for the regulation of digital platforms. Why? First, because on a global scale, there are no coherent solutions currently. And yet, the digital platforms we are talking about are precisely global, as well as the challenges raised by this information crisis. The answer must therefore be multilateral and UNESCO, which has 194 member States within it, is precisely the place where political leaders, the scientific community and the private sector can come up with a common answer together.[2]
