-MARITIME BATTLE STAFF INFORMATION WARFARE (IW) STUDY DAY – 9 JUL 18 ADMIN INSTRUCTION-

Introduction

1. With the return of a high readiness, contingent Task Group-focussed Navy fast approaching, Maritime Battle Staffs (MBS) are conducting a series of study days to consider how we will fight, protect, generate and sustain a Maritime Task Group (MTG). The aim of the study day series is to exchange ideas with SMEs across the Naval Service, wider Defence and key international allies in order to increase collective understanding of cross-Defence thinking and identify opportunities, risks and issues. The third study day will be an Information Warfare Study Day and will take place on Mon 9 Jul 18 in Fisher Hall, HMS EXCELLENT.

Key Points

2. Study Day Objective. The title of the study day is, “Deterrence and Deception in the Information Age” and will seek to address the tension between the requirement to broadcast the strengths of the MTG’s capability and capacity and the requirement to mislead adversaries with ambiguous intent until opportunities to act decisively can be exploited. The full programme is at Annex A.

3. Pre-Reading. Links to suggested academic and doctrinal pre-reading will be distributed in the week commencing 25 Jun 18.

4. Attendance. The primary audience for the study day is the staff of MBS and its subordinate 1* Battle Staffs (COMATG and COMCSG). However, in order to ensure alignment with wider Defence best practice and to broaden the utility of the study day, invites have been extended to MilDec and StratCom practitioners across the enterprise. The Lists of those attending can be found at Annex B.

5. Products and Briefing Material. Speakers are requested, where applicable, to ensure that their study products and briefing material are sent to Lt Cdr Rob Baillie (POC - robbie.baillie324@mod.gov.uk / Mil: 93832 8054 / Civ: 02392 548054.) on the appropriate domain NLT 2 Jul 18.

6. Study Day Output. The output from this seminar will be a note that will attempt to capture any significant conclusions and recommendations.

7. Security Classification/Chatham House Rule. The morning session in Fisher Hall will be an academic seminar at official-sensitive. In the afternoon there will be a further plenary session at official-sensitive in the Wells Room led by Mr Peter Mattis from the Jamestown Foundation and an invitation only session at a higher classification in the MBS Briefing Room led by Mr Olivier Weatherston from Wilton Park. Irrespective of classification, the whole conference will operate under the Chatham House rules.

8. Transport. Delegates are to arrange their own transport to HMS EXCELLENT. Temporary car passes will be available from the Pass Office and there will be parking allocated on the parade ground for study day attendees. Directions to HMS Excellent and a map of the site are at Annex C.

9. Messing. HMS Excellent is a Pay As You Dine (PAYD) facility; messing options include the Wardroom, the SRs Mess and JRs Mess. Tea and Coffee will be provided as part of the morning and afternoon programme.

10. Dress. Dress code for the day is normal daily working rig.

11. Study Day Series Programme. Further programmed MBS study days are:

b. Thu 29 Nov 18 - MTG: How we Protect? CMF lead.

c. TBC Jan 19 - MTG: How we Sustain? CMF lead.
