Paul J. Price was a US whistleblower who worked as a language analyst for the NSA.[1]

Overview

Paul Price is a former Navy Communications Technician, and he finished first in Russian courses at Defense Language Institute, George Washington University, and National Cryptologic School.

He briefed current intelligence on the Soviet Union to the Director of NSA. His junior-level analysis was rewarded, but the mid-level was only accepted, not openly recognized. And his senior level analysis, the finest, met with retaliation, including re-assignment, polygraph exam, and other punishments.

He retired at the end of 1997 but continues to write about management actions against analysis. On Veterans Day of 99, he submitted an open paper, Primacy of Analysis, suggesting reforms of the intelligence process. "These suggestions have yet to be addressed, even today."[2]
