Lacking a good value for |constitutes, the phrase "deep state faction" sprang to mind. Distinct from a deep state milieu, where deep state operatives of the past, present & future all mix, a faction could be more like a family, in the extended sense. Factions may split or coalesce, like a shallow political parties, they may form alliances to gain power, i.e. a single deep state may be made up multiple distinct factions. If I look at social media engagement, infographics are becoming more and more popular and longer and detailed. Power structures keep fragmenting, I keep adding (?) to several willing participants that act as compartmentalized liaisons (that deep state tool you mentioned comes to mind, maybe that is something to re-work when finishing the first two WP-projects(?)).
