Universal Application?

This would suit all the documents in the file namespace, since it improves some and leaves others unchanged. There is no actual point yet adding it to pages without a link back - but the template could be added to in future to improve other files. Putting it into every page in the {{NS|File} is easy enough with a bot, but better still would be a way to universally apply the template to the namespace in one go. I wonder if that's possible?
