William Henry Beveridge, 1st Baron Beveridge was an economist who helped shape welfare state policies and institutions in post-World War II Britain .

He argued that unemployment was largely caused by the organization of industry, rather than due to "the idleness of the individuals concerned". He was attributed to the creation of systems in the UK to deal with unemployment, sick leave, maternity, and pension benefits, as well as leading to the institution of the NHS. [1]
