Rustem Umerov is a Ukrainian politician and businessman who was named as Minister of Defence of Ukraine by President Zelensky to succeed Oleksii Reznikov in September 2023.

Rustem Umerov started out in the telecoms business in 2004 and was a successful businessman. In 2019 he was elected to parliament as a deputy for the pro-European Holos party.

There he served as co-chair of the Crimea Platform, an international diplomatic effort aimed at reversing Russia’s annexation. Umerov has worked for years as an adviser to the longtime leader of the Crimean Tatars, Mustafa Dzhemilev.

Ukraine State Property Fund

In September 2022, Rustem Umerov was named head of the State Property Fund, a particularly tough role in Ukraine, where the process of privatisation has been plagued by corruption.[1]

Not at all corrupt

In contrast to Reznikov, Umerov, 41, is not associated with any scandals (dixit Luke Harding in The Guardian).[2]

Even more corrupt

On 7 September 2023, Mark Ames tweeted:

"Hersh quotes US intel official on Ukraine's new MinDef Umerov: 'The new guy is even more corrupt. He ran the sale of government property and made a fortune. Has a huge villa in Majorca.'
"Umerov previously headed Ukraine's privatisation agency, notorious well of corruption."[3]
