He formed the Kovalyov commission, an independent group to investigate the Russian apartment bombings. This was ineffective due to the assassination of Sergei Yushenkov. Moreover, journalist Otto Lacis died in a car crash, and another member, Yuri Shchekochikhin, allegedly poisoned with thallium, and its legal counsel and investigator, Mikhail Trepashkin, arrested.
