Bush, William Barr had indicted two Libyan intelligence-linked men, Abdelbaset al-Megrahi and Lamin Khalifah Fhimah, whom the US accused of conspiring to place explosives in a portable radio/cassette player that was inside a suitcase on the aircraft.
