Not to be confused with Richard Mervin Bissell Jr, another US spook

Dr. Richard E. Bissell has been a senior adviser at CSIS since 2018[1] . Earlier, he has worked for the United States Information Agency and USAID, all three institutions connected to the intelligence agencies.

Education

He was educated at Stanford University (B.A.), Tufts University (Ph.D.), and Princeton University (postdoc).

Career

Prior to joining the National Academies in 1998, Dr. Bissell was chair of the Inspection Panel at the World Bank, where he reported to the board of executive directors as a founding member of a permanent, independent panel to investigate possible violations of Bank policies and procedures. In previous appointments, he held two Senate-confirmed appointments over a seven-year period at the U.S. Agency for International Development 1986-1993[2], as assistant administrator for science & technology and assistant administrator for policy and program coordination.[1]

Bissell is the lead compliance officer for the United Nations Development Programme. In 2018, he retired from the U.S. National Academies of Sciences, Engineering, and Medicine as executive director for policy and global affairs, a position he held since 1998. He oversaw 15 boards with a focus on science and technology policy, international scientific and technological affairs, and the future of the science and engineering workforce. [1]
