Big pharma lobbyist, public health planner and participant in Event 201

Anita Cicero is the Deputy Director at the Johns Hopkins Center for Health Security. Previously she worked as a lobbyist for big pharma. She participated in the pandemic planning events Event 201 and Clade-X.

Corporate lobbyist and lawyer

Cicero has worked nearly 2 decades as an attorney in both the U.S. federal government and the private sector.

Before joining the Johns Hopkins Center for Health Security, Anita Cicero served as the Managing Partner in charge of the Washington, DC, office of the white shoe law firm Drinker, Biddle & Reath, LLP, where she was responsible for more than 300 lawyers and staff between 1996 and 2010.

At Drinker Biddle, she formed and managed a range of biopharmaceutical consortia focused on scientific, regulatory, and policy issues - i.e. lobbying - through which she acquired considerable skills in structuring consensus approaches to regulatory and scientific challenges - i.e. influencing politicians. One of the consortia of pharmaceutical companies is (presumably) the Alliance for Biosecurity.

The lawyers in Drinker Biddle also have an impressive network of contacts with health and environmental regulatory officials in major markets around the world. Her lobby work on behalf of big pharma required collaboration with members of Congress, the World Health Organization, the European Commission, the U.S. Food and Drug Administration; the U.S. Department of State, U.S. Department of Defense, and Health and Human Services, and the Environmental Protection Agency.

On behalf of biopharmaceutical clients, Cicero led a number of major initiatives related to influencing the compliance rules for international environmental treaty mandates, international data protection and security laws, and human subject research protections for clinical trials.[1]

Center for Biosecurity

In early 2010, Cicero started working for the University of Pittsburgh Medical Center for Health Security, as Deputy Director and Chief Operating Officer. She helped to expand its initiatives in the realms of nuclear preparedness and detection and response to international disease epidemics. In collaboration with the Nuclear Threat Initiative, she provided strategic and governance advice for the creation of CORDS, a new international organization dedicated to improving global infectious disease detection and response by linking regional disease surveillance networks.

Center for Health Security

In 2017, she became Deputy Director and Chief Operating Officer at the Center for Health Security at Johns Hopkins Bloomberg School of Public Health.

She greatly expanded the Center for Health Security’s efforts in epidemic preparedness policy, global catastrophic biological risk issues, and international programs to engage other countries and regions in collaborative efforts to address biosecurity threats.[2] Cicero also launched a number of initiatives to improve mutual understanding and collaboration with countries including the People’s Republic of China, Kuwait, the Kingdom of Saudi Arabia, India, Singapore, Malaysia, Thailand, Philippines, and Indonesia.

Covid-19

She participated in the notorious Event 201 pandemic simulation in 2019, and she has previously participated in the May 15, 2018 Clade-X pandemic planning event.

In April 2020, she co-authored a paper on the preparations for Covid-19 mass vaccinations, after R&D, the "modernizing, optimizing, and therefore accelerating other aspects of the vaccine enterprise—namely, manufacturing, distribution, and administration. The current COVID-19 pandemic plainly underscores the need to vastly accelerate mass vaccination in every phase."[3]

This follows closely the Bill & Melinda Gates Foundation push for a COVID-19 vaccine, which other researchers have found unrealistic[citation needed];and a mass vaccination of the entire world with experimental vaccines. The Johns Hopkins Bloomberg School of Public Health has received more than a hundred million dollars in grant from the Foundation.[4]


Cicero has authored or co-authored a number of widely cited articles and reports on biosecurity policy, pandemic preparedness, nuclear consequence management, biosurveillance, international disease surveillance, and public health law.
