The lawyers in Drinker Biddle also have an impressive network of contacts with health and environmental regulatory officials in major markets around the world. Her lobby work on behalf of big pharma required collaboration with members of Congress, the World Health Organization, the European Commission, the U.S. Food and Drug Administration; the U.S. Department of State, U.S. Department of Defense, and Health and Human Services, and the Environmental Protection Agency.

On behalf of biopharmaceutical clients, Cicero led a number of major initiatives related to influencing the compliance rules for international environmental treaty mandates, international data protection and security laws, and human subject research protections for clinical trials.[1]

Center for Biosecurity

In early 2010, Cicero started working for the University of Pittsburgh Medical Center for Health Security, as Deputy Director and Chief Operating Officer. She helped to expand its initiatives in the realms of nuclear preparedness and detection and response to international disease epidemics. In collaboration with the Nuclear Threat Initiative, she provided strategic and governance advice for the creation of CORDS, a new international organization dedicated to improving global infectious disease detection and response by linking regional disease surveillance networks.

Center for Health Security

In 2017, she became Deputy Director and Chief Operating Officer at the Center for Health Security at Johns Hopkins Bloomberg School of Public Health.

She greatly expanded the Center for Health Security’s efforts in epidemic preparedness policy, global catastrophic biological risk issues, and international programs to engage other countries and regions in collaborative efforts to address biosecurity threats.[2] Cicero also launched a number of initiatives to improve mutual understanding and collaboration with countries including the People’s Republic of China, Kuwait, the Kingdom of Saudi Arabia, India, Singapore, Malaysia, Thailand, Philippines, and Indonesia.
