Stefan Kirchner is a diplomat working for the British embassy in Beijing, China as secretary, the Foreign and Commonwealth office and the Dutch embassy in The Hague, the Netherlands, as Head of Policy. He is named as the embassy contact for the Integrity Initiative in the Integrity Initiative/Leak/1. He speaks Dutch (although his proficiency is not on the level you'd expect of someone with a 3 year intensive course), French, German & Mandarin.[1]
