José Manuel Albares Bueno is a Spanish diplomat who has been Minister of Foreign Affairs, European Union and Cooperation in the government of Prime Minister Pedro Sánchez since 2021.[1]

In February 2022, Foreign Minister Albares offered Spain's leadership in coordinating the donor response to COVID-19 in two lines of action: the fight against disinformation and support for health workers, and in two geographical regions: Latin America and the Caribbean, and the Sahel. Albares also wanted to "reform" of the global health governance system, reinforcing the leadership of the World Health Organization to prevent future pandemics.[2]

Early life

Albares is from the Usera district of Madrid. He studied law and economics at the University of Deusto.

Career

His diplomatic career began as a consul in Bogotá, Colombia and advisor to the Spanish representation at the Organization for Economic Cooperation and Development in Paris.[3] He was also the founder of the think tank Círculo de Reflexión Internacional (CRI), which dealt with foreign policy issues and international relations. In 2015 he was involved in the election campaign of the candidate Pedro Sánchez and was involved in the elaboration of the election program of the Partido Socialista Obrero Español. He then worked temporarily as a cultural attaché at the Spanish embassy in Paris.

After Mariano Rajoy lost his position as prime minister in June 2018 by a vote of no confidence in parliament, Sanchéz became his successor. Albares was appointed Secretary General for International Affairs, European Union, G20 and Global Security as part of this government reshuffle on June 21, 2018. He held this post until January 29, 2020. From February 2020 to July 2021 he was Spanish Ambassador to France and from May 2020 also Ambassador to Monaco.[4][5] On July 12, 2021, he was appointed the new Minister for Foreign Affairs, European Union and Development Aid in the Sánchez II cabinet, succeeding Arancha González.
