The 2023 Bilderberg started on 18th May in Lisbon,[1] earlier in the year than the Bilderberg meetings of the 2010s, all of which occurred in June. Some 63% (81/128) were repeat visitors.

Background
To give an idea of the outlook of the Bilderbergers, this is what Radosław Sikorski tweeted in 2022 on occasion of the Nord Stream/Sabotage
The 2023 Bilderberg was the second Bilderberg of the 2020s, since the Bilderberg 2021 and Bilderberg 2020 meetings were cancelled, reportedly due to the COVID travel restrictions. Many of the Bilderberg regulars were busy working on the COVID-19 structural deep event (over 150 Bilderbergers played important roles in COVID). The Bilderberg 2022 happened in Washington DC, with a lot of the usual suspects.
Agenda
As usual, the real agenda is a matter of conjecture, but some of it can be surmised from who the participants are and what they have said in public. The Bilderberg website reports that the "key topics for discussion this year are" as follows:[2]

- Energy Transition - Several of the participants are active in "transitioning" energy supplies towards a sharp decline. Sally Benson is Chief Strategist for the "Energy Transition" at the Biden Administration.
- Europe
- Fiscal Challenges
- India
- Industrial Policy and Trade
- NATO - Several participants (Anton Hofreiter, Dmytro Kuleba...) are active lobbyist for Ukrainian membership in NATO "sooner rather than later". Swiss President Ignazio Cassis changed 200 years of neutrality to instead align with NATO. Sanna Marin was PM when Finland decided to join NATO.
- Russia - Giuliano da Empoli, an Italian think-tanker, was showered with literary prizes for writing "Putin only understands the language of violence". Garry Kasparov is an exile Russian advocating foreign-backed regime change. Andrei Kolesnikov wrote a sympathetic biography of Anatoly Chubais.
- Transnational Threats - The focus might be increased internet censorship, mandatory online ID, pandemics treaties. Jen Easterly is Director of the Cybersecurity and Infrastructure Security Agency in the Biden administration is participating. So is Albert Bourla of Pfizer.

The location and timing of the 2023 Bilderberg was leaked in 2022.
Off list guests
Bilderberg meetings often have secret visitors whose names are not on the official guest list. The 2023 meeting was attended by Oscar Stenström.
Yuval Harari, the court philosopher of the World Economic Forum and Bill Gates, was photographed arriving at the Humberto Delgado Airport in Lisbon the day before the meeting started.[3] It is unclear whether he participated in the Bilderberg or just observed from behind the scenes. One reason his name might have been kept of the official participant rolls, is that his philosophical musings on how "those who ride the train of progress will acquire divine abilities of creation and destruction, while those left behind will face extinction" and "'what to do with all of these useless people?" might be to incriminating, even for the Bilderbergers.
