Operation Northwoods

Barely a year after Eisenhower's warning about the MICC, the Joint Chiefs of Staff showed their hand by signing off on a plan to deceive and kill US citizens to secure approval for starting a war.
The Northwoods plan, signed off on by the US Joint Chiefs of Staff, was to fabricate a casus belli by staging false flag attacks against US citizens, to be blamed on Cuba. This was not accepted by Robert McNamara, John F. Kennedy's Secretary of Defense.
